Adding a Bathroom in Rockford, IL

Updated

Short answer

Adding a bathroom builds a new half, three-quarter or full bath where there was none, often in a basement or a spare room. Angi puts it at $5,000 to $75,000, average $35,000, and a new half bath at $4,000 to $12,000, national figures.

Why it comes up so often here

A lot of houses in Rockford and the older parts of Loves Park and Machesney Park were built with one bathroom. Rockford's median home is from 1963. One bath works until the kids are teenagers or a parent moves in. The usual places for a second one are the basement, a large closet, a small bedroom, or space next to the existing bath where the plumbing is close.

What it costs

Typical price, national

Angi puts a new three-quarter bath at $6,000 to $22,000. The 2025 Cost vs. Value midrange bathroom addition for Chicago, a new room built onto the house, came to $56,165 and recouped 48.1%.

The biggest cost is getting water in and waste out. A new bath right above or beside existing plumbing is far cheaper than one across the house. Every line is on the cost page.

Basement bathrooms

In many Rockford basements the sewer leaves the house above the basement floor. A toilet or shower down there cannot drain by gravity, so it needs a sealed pit with a pump.

Illinois rule for fixtures below the sewer

“Sanitary wastes that cannot be discharged by gravity flow shall be discharged into a gas-tight, covered and vented sump from which the waste shall be lifted and discharged into a sanitary waste drain by automatic sewage ejection pumping equipment.”
Illinois State Plumbing Code, 77 Ill. Adm. Code 890.1360 (sumps and ejectors).

The other basement limit is height. Bathrooms get a lower ceiling than living space, which helps under ducts and beams.

Bathroom ceiling height

“Bathrooms, toilet rooms and laundry rooms shall have a ceiling height of not less than 6 feet 8 inches (2032 mm).”
ICC, 2021 International Residential Code, R305.1 ceiling height.

Houses on a septic system

Outside the cities and villages many homes are on a private well and septic. Adding a bathroom adds water to the septic, so check with the Winnebago County Health Department first. Each town page says who supplies the water there.

Permits are not optional here

A new bathroom is new plumbing, new electrical and usually new walls, so it needs permits everywhere in the county. In Rockford the remodel fee is 0.55% of the job value plus $56 per trade permit. Loves Park charges $15 per plumbing fixture plus $40 processing. The county charges $40 per trade permit. All from older schedules, so confirm.

Who can pull the plumbing permit

“a city, town, village, township, or county that requires a permit for installation and repair of plumbing may not issue that permit without verification that the applicant has a valid plumbing license or that the applicant is the owner occupant of a single family residence that is the subject of the permit.”
Illinois Plumbing License Law, 225 ILCS 320/18.

Planning it

  • Find the main stack and the sewer exit before picking the spot.
  • Plan a fan vented outside. A basement bath without one stays damp. Angi puts a fan install at $120 to $900.
  • Pick the fixtures early. A walk-in shower in a basement often needs the floor broken for the drain.
  • Check the water heater can handle another shower.

Common questions

Adding a Bathroom: questions

How much does it cost to add a bathroom?

Angi puts adding a bathroom at $5,000 to $75,000, with an average of $35,000, a half bath at $4,000 to $12,000 and a full bath at $10,000 to $50,000, national figures. See the cost page.

How much does it cost to add a bathroom in a basement?

It depends on whether the drains can reach the sewer by gravity. If not, it needs a sealed ejector pit and pump. Angi puts a full bathroom plumbing rough-in at $3,000 to $20,000. See the cost page.

Do I need an ejector pump for a basement bathroom?

If the fixtures sit below the sewer line, the Illinois Plumbing Code requires a gas-tight, covered and vented sump with an automatic sewage ejector. The basement bathroom ejector pump guide explains it.

Does adding a bathroom add value?

The 2025 Cost vs. Value report has a midrange bathroom addition in Chicago at $56,165, recouping 48.1%. A second bath in a one-bath house tends to matter more to buyers than a nicer first one.

What is the minimum ceiling height for a basement bathroom?

The 2021 International Residential Code, used by Rockford, Loves Park and Machesney Park, requires 6 feet 8 inches in bathrooms. Check which code edition your town uses.

Can I add a bathroom if I have a septic system?

Often, but check with the Winnebago County Health Department first. It reviews proposed construction against existing wells and septic systems, and more fixtures can raise a capacity question.

Do I need a permit to add a bathroom?

Yes, everywhere in Winnebago County. New plumbing, electrical and framing all need permits, and a plumbing permit only goes to a licensed plumber or the owner-occupant of a single-family home.
