Outside any city or village:
What changes from town to town
No cost guide prices Roscoe and Rockford separately, so the ranges on this site apply to both. What changes at the town line is the paperwork: who issues the permit, which small jobs skip it, who is allowed to do the plumbing and what the permit costs.
Who issues the permit
Rockford and Loves Park run their own building departments. Machesney Park issues its own permits, but Loves Park does the inspections, so the inspection call goes to the Loves Park Building Department. Winnebago village and Pecatonica take applications at village hall. For 9 of the places on this site, including Roscoe, Rockton, Cherry Valley, South Beloit, Durand and New Milford, the Winnebago County Building Division at 404 Elm Street in Rockford issues the permit and does the inspection; Durand also wants its zoning administrator's written approval first.
Which jobs skip the permit
Rockford is the only place that spells it out. Replacing a fixture in the same spot is exempt as long as no trap or piping has to be resized or rearranged, so swapping a toilet or faucet needs no plumbing permit, but moving the toilet, tub or shower drain does. Loves Park says permits are needed for all remodeling and plumbing work and posts no list of exempt swaps. The county pages do not address it either way. Outside Rockford, call before you assume a vanity or toilet swap is permit-free.
Who may do the plumbing
Illinois law lets the owner who lives in a single-family home do their own plumbing, to code and with inspection, and otherwise requires a state-licensed plumber. Rockford's FAQ says the same in plain words. Loves Park's 2025 residential code says all plumbing work is done by Illinois licensed plumbers and asks for the license number on the application, so ask the city how it treats an owner before planning to do it yourself.
What the permit costs
Rockford's fee schedule charges 0.55% of the job's reported value plus $56 per trade permit. Loves Park's 2018 schedule charges $15 per plumbing fixture plus a $40 processing fee. The county charges a $40 processing fee per trade permit. All of these schedules are undated or years old, and starting work without a permit doubles the fee in Rockford, Loves Park, Machesney Park and Pecatonica. National guides put a bathroom permit at $100 to $1,000 (Angi).
Who supplies the water
Rockford and Loves Park pump their own wells, the North Park Public Water District serves Machesney Park and parts of Loves Park and Roscoe, Illinois American Water serves South Beloit, and the smaller villages run their own wells. Many rural homes and part of Roscoe are on private wells. None of the reports we read publishes a hardness figure, so test your own tap before choosing glass and fixtures; the hard water guide explains why it matters.
Housing age and owner age
The oldest median home is in Pecatonica (1959) and the newest in Westlake Village (2004). Pecatonica has the highest share built before 1960 (51.3%). Rockford alone holds 44.1% of the county's owner households, and 35.2% of them are 65 or older. The highest owner-age share is in Lake Summerset (57.9%), which is where accessible bathrooms and tub-to-shower conversions come up most. Homes built before 1978 bring in the EPA lead-safe rule; see the lead paint guide.

County permit officeThe Winnebago County Building Division issues and inspects permits here, and County Code Chapter 18 makes it unlawful to alter a structure without one. The county pages do not say whether a same-spot toilet, vanity or tub swap is exempt, so call the Building Division at (815) 319-4350 before treating any bathroom job as permit-free. Moving a drain, adding a fixture or opening walls is alteration work. The county's posted fee schedule (Ordinance 2016 CO 073) charges a $40 processing fee per trade permit (structural, electrical, HVAC, plumbing) and $40 per re-inspection, and values interior remodel work at $60 a square foot for its valuation table. The county notes the Board can change fees, so confirm before budgeting.
