Do you need a permit to remodel a bathroom in Rockford?
Updated
Short answer
Part of Shower Replacement.

A bathroom is the room where cosmetic work and permitted work sit side by side. New paint and a new mirror need nothing. A new shower valve, a moved toilet or a new circuit for a heated floor does. Each town in Winnebago County words the line differently, so this guide quotes each one. If you are replacing a shower, the shower replacement page covers the job itself.
Rockford
Rockford requires a plumbing permit to "erect, install, enlarge, alter, repair, remove, convert, or replace plumbing systems, equipment, appliances, or fixtures." Replacing a fixture in the same location is exempt as long as no trap or piping has to be resized or rearranged, so a same-spot toilet or faucet swap needs no plumbing permit but moving a toilet, tub or shower drain does. Swapping a receptacle, switch or light fixture is exempt if the wiring and box are not altered, and replacing wall coverings is exempt up to 50% of a room when no framing is exposed. (City of Rockford, Mechanical and Plumbing Permits)
Who can do it. The city FAQ answers "Can a homeowner install plumbing work in their home?" with "Yes, if they reside in the single family dwelling, otherwise the work must be performed by a licensed plumbing contractor." Electrical work follows the same rule with a city-registered electrician, and general contractors are not licensed. (City of Rockford, permits FAQ)
Fees. The city fee schedule (an undated PDF) prices alterations and remodels at 0.55% of the total reported value, labor and materials included (minimum $13), plus $56 for each trade permit issued under the building permit, with a 10% technology surcharge. Starting work without a permit doubles the fee, to not less than $274. Confirm the current figures with Construction and Development Services before budgeting. (City of Rockford, permit fee schedule (undated PDF))
In practice: swapping a toilet for a new one on the same flange, or a faucet on the same sink, falls inside the exemption. Moving the toilet to the other wall, turning a tub into a walk-in shower with a new drain location, or adding a second sink does not. A new shower valve is a plumbing alteration, and Illinois requires every new shower valve to be an anti-scald type set to 115 F at most, so the inspector will look at it. The anti-scald valve guide explains the rule.
Loves Park
The city FAQ says "Permits are needed for anything that requires inspections. This includes all new buildings, structural changes, remodeling projects, electrical, mechanical, and plumbing work." Repairing interior wall or ceiling coverings (no more than 50% of a room) is exempt. The city posts no list of exempt fixture swaps, so call the Building Department before treating a same-spot toilet or vanity swap as permit-free. (City of Loves Park, Building Permits FAQ)
Who can do it. Loves Park's residential code (Ordinance 4689-25, P2501.1) says "All work shall be performed by State of Illinois licensed plumbers in accordance with the Plumbing Licensing Act," and the permit application asks for the plumbing license number. State law separately lets an owner-occupant of a single-family home do their own plumbing, so ask the city how it applies that before planning a do-it-yourself plumbing job. (City of Loves Park, Ordinance 4689-25)
Fees. The posted fee schedule (effective February 15, 2018) charges $15 per plumbing fixture opening plus a $40 processing fee per permit, so a toilet, vanity and shower would be three openings. Building permits start at $40 for the first $2,000 of value and rise by value band. Starting before a permit doubles the fee, to not less than $250. Three inspections are included and extra ones are $50. (City of Loves Park, fee schedule effective 2/15/2018)
Machesney Park
The Village lists residential additions and alterations, and any plumbing, HVAC or electrical work, as needing a building permit. Same-size window replacement, cabinets, countertops, carpeting and flooring do not. The page does not say whether a like-for-like fixture swap needs a plumbing permit, so ask when you apply. (Village of Machesney Park, Permits and Fees)
Fees. Fees are set by village board resolution, and the permit page says costs are "determined by the Building Clerk," so no remodel formula is published. Starting before a permit doubles the fee, to not less than $250. (Village of Machesney Park, Permits and Fees)
Inspections. Loves Park inspects Machesney Park work, so once the Village issues the permit, inspections are scheduled through the Loves Park Building Department at (815) 654-5033. (Village of Machesney Park, Building Department)
Roscoe, Rockton, South Beloit, Cherry Valley, New Milford and unincorporated areas
9 places in the county use the Winnebago County Building Division for building permits, either directly or after a village zoning sign-off.
The Winnebago County Building Division issues and inspects permits here, and County Code Chapter 18 makes it unlawful to alter a structure without one. The county pages do not say whether a same-spot toilet, vanity or tub swap is exempt, so call the Building Division at (815) 319-4350 before treating any bathroom job as permit-free. Moving a drain, adding a fixture or opening walls is alteration work. (Winnebago County, Building Division)
Fees. The county's posted fee schedule (Ordinance 2016 CO 073) charges a $40 processing fee per trade permit (structural, electrical, HVAC, plumbing) and $40 per re-inspection, and values interior remodel work at $60 a square foot for its valuation table. The county notes the Board can change fees, so confirm before budgeting. (Winnebago County, building fee schedule (Ordinance 2016 CO 073))
Durand adds a step. The Village says "Winnebago County requires building permits for all construction. You must have the Durand Zoning Administrator's written approval to apply for a building permit with Winnebago County." Whether a fixture swap is exempt is not stated, so ask the Building Division. (Village of Durand, Building and Zoning)
Winnebago and Pecatonica
Village of Winnebago. The Village requires a building permit application before any building work, and the Building Inspector reviews it and sets the fee. The page lists no exemptions for bathroom or fixture work, so call Village Hall before starting. (Village of Winnebago, Building Safety and Permitting)
Pecatonica. The Village requires permits and inspections for "new construction, reconstruction, repairing, moving a structure, roofing, windows, swimming pools," plus inspections for electrical work. It does not say whether an interior bathroom remodel needs one, so call Village Hall. (Village of Pecatonica, Building Permits)
Pecatonica fees. A building permit fee ordinance (2014-23) exists, but we could not retrieve the amounts. The application form says starting without a permit costs twice the permit fee. (Village of Pecatonica, permit application (2025))
Who can pull a plumbing permit
State law decides this more than any town does. Plumbing is licensed work in Illinois, with one exception for the owner who lives in a single-family house.
The owner-occupant exemption
“Nothing herein contained shall prohibit the owner occupant or lessee occupant of a single family residence, or the owner of a single family residence under construction for his or her occupancy, from planning, installing, altering or repairing the plumbing system of such residence”
Who a town may issue a plumbing permit to
“a city, town, village, township, or county that requires a permit for installation and repair of plumbing may not issue that permit without verification that the applicant has a valid plumbing license or that the applicant is the owner occupant of a single family residence that is the subject of the permit.”
A remodeler who is not a licensed plumber cannot pull the plumbing permit for your job and cannot do the plumbing under your owner exemption either. The exemption covers you, in your own home, not someone you pay. That is why most remodeling contracts name a licensed plumber for the rough-in.

What happens if you skip it
Rockford, Loves Park, Machesney Park and Pecatonica all double the permit fee when work starts before the permit is issued, each with its own minimum (quoted above). The bigger cost is practical: an inspector can ask to see inside a wall that was closed without an inspection, and an unpermitted shower or added bathroom can come up when the house is sold.
National permit prices
For comparison, Angi puts a bathroom remodel permit at $100 to $1,000 (Angi, bathroom remodel cost, national, updated October 27, 2026). Local formulas above usually land lower for a modest job, but confirm the current fee with the office. The full cost breakdown is on the bathroom remodel cost page.

Quick answers
Do I need a permit to replace a toilet in Rockford?
Not when the new toilet goes in the same spot without changing any trap or piping. Rockford exempts same-location fixture replacement. Moving the toilet is a plumbing alteration and needs a permit.

In most towns here, plan on it. A new shower valve and any drain change are plumbing alterations, and Loves Park requires permits for any remodeling and plumbing work. Call your permit office with the plan before work starts.
Can a homeowner pull a plumbing permit in Illinois?
The owner who lives in a single-family home can, under 225 ILCS 320/3 and 320/18. Loves Park's local code says all plumbing is done by licensed plumbers, so ask the city how it applies the exemption.
